Tunnel Forge is an open-source VPN client for Android built around the L2TP/IPsec protocol, a well-established standard supported by many VPN providers and workplaces.
It can protect your whole device or run in a lighter proxy-only mode, and lets you choose which individual apps route through the VPN.
